Rules That Govern Competition

1.  LENGTH OF GAME
Two 20-minute halves with no time-outs, clock runs continuously.  Half-time is 5-minutes ONLY with one (1) TD penalty enforced per each 5-minute delay.  When horn sounds at half and at end of games, one play remains, PAT may follow.

2.  PLAYERS ON EACH TEAM:  SEVEN (7) ONLY
Offense:  Center, QB, 3/4 Receivers, 1/2 Running Backs
Defense:  4 DBs & 3 LBs or vice versa

3.  MOVING THE BALL
The field is marked at approximately 15-yard intervals.  Possessions will start on the 45-yard line on the marked X.
-The OFFENSE has four (4) downs to produce a First Down or score.
-First downs are achieved by crossing the marked yard-line.
-You can score on interceptions.  If you don’t score, possession begins on the 45-yard line.
-You must punt on Fourth Down if you are outside the 30-yard line.  The ball will NOT be kicked:  the receiving team will take possession on the 45-yard line.
-DRAW PLAYS are legal but only by running backs with NO QB DRAWS.  The ball must be handed off at least four (4) yards deep in the backfield to be considered a true DRAW PLAY.  The penalty for an incorrect play of this type is LOSS OF DOWN!

4.  SPECIAL RULES
     -No blocking at any time!
-Ball carrier is legally downed when touched below neck with one or two hands.
-Fumbles are DEAD BALLS at the spot with the last team in possession retaining control.  SNAPS will not be DEAD if immediately picked up and played by QB only.
-Each team will have 25 seconds to put the ball in play (approximately).  The ball will always be spotted in the middle of the field.
-QB is allowed four (4) seconds to throw.  LOSS OF DOWN will occur and ball will be returned to original LOS.  Each play will continue until ball has been thrown or QB takes a sack.  The 4 seconds will be counted by the official behind the QB; the official will not stop play after 4 seconds.  Only the QB can take a sack; an interception will be allowed after the 4 seconds.  If the QB is deliberately trying to stall at the end of a game, the official will stop play and go to the next down.
-Responsibility to avoid contact is with the defense.  Deliberate bumping or grabbing will result in penalties.  Major penalties are automatic FIRST DOWNS at the next line marker or 1/2 the distance inside the 15-yard line.  Offensive pass interference results in loss of down.
-An Offensive Coach will be allowed on the playing field--please back out after play is called.  This coach will not talk to QB during the play.  We recommend you stay off the field and give your players the responsibility of handling the huddle, and make it more of a game-like atmosphere.  No Defensive Coaches on field.  No timeouts will be allowed.
-UNSPORTSMANLIKE CONDUCT IS EXPULSION from the game.  This includes the following areas:  Unnecessary Roughness, Profanity, Tobacco/Drugs/Alcohol, Fighting.
-Overtime games will be determined by a single play by each team from the 15-yard line.  The team that nets the most positive yards wins.

5.  SCORING
     -Touchdowns:  6 Points
-Point After Touchdowns:  1 Point (ball is placed on 5-yard line)
-Note:  Due to possible changes at registration, some teams might have to play a 4th game that will count in their overall standings.  This could cause a team to not get into the playoffs, but our goal is to get teams as many games as possible. Tie-breakers will be determined in this order:  head-to-head competition, total point differential, coin toss.
-If some teams do not show up that we were planning to participate, the bracket will be changed.  These new brackets will be posted outside on the board by the concession stand.  As advertised everyone will have three (3) games; 16 teams in each division of teams will advance to the playoffs as of Saturday.  If you see problems in the brackets, please let the UNI Coaches know and they will try and correct them.  Thanks!
